there are lot too many services for video chat few of them are http://www.eyeball.com   (good for group chat) http://www.paltalk.com    (Also very good software)    

You should be able to do it using Microsoft Netmeeting over a TCP/IP network,  all you have to do is have Netmeeting installed on both computers, have a user on 1 computer initiate the call giving the IP address of the other computer and it will work.
