Installshield Express should come with Delphi. BTW, "Inno setup" is a free setup builder and you can use "Package for the Web" to make a single setup file.

No experience with Wise, but it is not free. I think Installshield Express shoud be bundled with Delphi (except the Personal edition). BTW, if you plan to deploy BDE, I think you should use a "Borland certified installer" according to the license terms.
