Step 1. Launch the Image Editor (From the Delphi 2.0 menu) 
Step 2. Open the my_comp.dcr file 
Step 3. Edit the Icon. I usually change it from 16 to 256 colors and back

This usually means you have a corrupt DFM. This often happens to 
us when someone (or some IDE :) accidentally switches the DFM storage 
mode to binary and then uploads it to SourceSafe (which is expecting 
text DFMs). Saving the binary DFM as text corrupts it, and other users 
who download the DFM from SourceSafe get the error you describe. The 
fix is to find the "good" copy on the machine of the user who uploaded 
it, switch it back to text, and update SourceSafe.
